There are a few Dr.Who references in that show actually. For instance, Daleks everywhere. The creators were huge fans and based tommy on what they thought a younger the Doctor might be like.

I actually hated Rugrats, but watched it religiously. NOW I REMEMBER THE DALEKS. That’s why they were so familiar when I finally watched Doctor Who!
